Overall Responsibilities
The District Technical Coordinator will support the BEBAS-TB provincial team in activity planning, coordination, and technical support for both drug-sensitive (DS) and drug-resistant (DR) TB activities within the assigned regional district cluster. This role is crucial for enhancing TB notification rates and improving treatment outcomes. The District Technical Coordinator will report to the Provincial TB Officer and the multidisciplinary provincial officers, as well as collaborate closely with other district staffs to drive progress toward high-quality TB care and prevention.
This position ensures that coordinated technical assistance is effectively provided to district governments to bolster case detection, diagnosis, treatment, and prevention efforts. The District Technical Coordinator will facilitate a robust link between public health approaches and technical assistance in TB management, including comorbidities such as HIV and diabetes, and multidrug-resistant TB (MDR-TB). The role involves close collaboration with district health offices (DHO) to standardize and integrate capacity-building efforts for health workers across public and private facilities in the diagnosis and treatment of DS- and DR-TB.
A hands-on technical approach will be employed in providing technical assistance and activity implementation at the district level. Key responsibilities include planning and implementing program activities, support implementation of subawards and subgrant activities within the district and ensuring the effective implementation and expansion of the Directly Observed Treatment Short-course (DOTS) program. The focus will be on increasing TB case notification, enhancing the quality of patient care and treatment, and advancing prevention strategies for high-risk populations.
Specific Responsibilities
With support from the Provincial TB Officer, provide technical support and guidance to district-level hospitals and health centers on TB diagnosis, treatment, and prevention strategies
In coordination with the District Health Office (DHO) with the support of District Cluster Coordinator (DCC), District Project Associate, and District Data Associate, coordinate and collaborate with local authorities from cross-sectors, CSOs and community, and other stakeholders to enhance and facilitate TB program implementation and address any collaborations challenges
With the BEBAS TB project teams at provincial and district-level, sub-awardees, and sub-grantees, organize and conduct technical assistance and capacity building activities for healthcare workers and local district/sub-district authorities on TB program management and clinical care
Facilitate the DHO in supervision to healthcare facilities based on identified and prioritized programmatic challenges and targeted areas of improvement
Ensure that all technical support services are evidence-based and consistent with the national TB policies and procedures as well as best practice from international guidelines
With the District Data Associate and the provincial MERL Team, monitor and evaluate the assisted districts TB program performance including the quality of diagnosis and care, patient treatment outcomes, and engagement of CSOs and communities
Support the DHO and healthcare providers in addressing technical challenges in the procurement and distribution of TB-related logistics
With the District Project Associate, District Cluster Coordinator and District Data Associate, prepare, submit, and maintain regular documentation (report, event log, audiovisuals) on activity progress, challenges, and achievements by the staff, sub-awardee, and sub-grantee to the Provincial TB Officers
Ensure the efficient use of resources to implement technical activities and with the District Project Associate ensure compliance with the BEBAS-TB policies
Perform other activities as assigned by the supervisor
Qualifications
Education:
Bachelor’s degree in medical, Public Health, MD plus certificate is an advantage.
Experience
Between six (6) months to two (2) years of related work experience, including prior experience TB preferred: Previous experience in handling TB patient and/or in public health program management.
Experience working with District Health Office
Competencies
Demonstrated ability to communicate clearly and concisely in written and spoken English.
Proven ability to develop effective working relationships
Excellent organizational and prioritization skills, and attention to detail
Willingness to travel frequently (up to 50% of the time) within the assigned regional cluster (e.g., between 2-3 districts in North Sumatra, 5-6 districts in Java provinces)
Physical demands
Some domestic travel as required.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard
